📅 What’s Changing in 2025: New Rules for Lifeline in California

The California Lifeline Program continues to evolve to better protect users and prevent fraud. Several important updates are scheduled for 2025 that applicants and current subscribers should know about:

🔒

New Eligibility Rules for CalFresh Participants

Starting May 1, 2025, applicants can no longer use Golden State Advantage (EBT) cards as proof of CalFresh participation. Instead, only the following will be accepted:
  • CalFresh Notices of Action (issued within 7 days)
  • CalFresh Approval Letters (issued within 7 days)
  • CalFresh Verification of Benefits (issued within 7 days)
👶

Benefit Qualifying Person (BQP) Tracking

For households applying based on a dependent’s eligibility (such as a child enrolled in Medi-Cal), the system will begin collecting and managing BQP demographic data. This improves transparency and accountability for shared household benefits.
  • Deployment Date: March 7, 2025
  • Tip: Make sure to have supporting documentation ready for any dependent-based qualification.
🔢

SSN Not Required for All Applicants

California will introduce a new SSN-less enrollment pathway for those who cannot provide the last 4 digits of a Social Security Number—opening access to more eligible but underserved residents.
🔁

Annual Reverification

Subscribers who can’t be matched automatically via government databases (like Medi-Cal or CalFresh) will now go through a manual reverification process during their annual renewal. This ensures benefits go to those who still qualify.
🧾

Proof of Consent Now Required for Transfers

If a consumer switches providers, the new provider must submit proof of user consent before initiating the Lifeline benefit transfer. This adds a layer of protection for subscribers and prevents unauthorized switching.
🌐

Self-Service Portal Enhancements

A new Customer Portal 2.0 will allow users to:
  • Start and complete their own enrollments
  • View eligibility results in real-time
  • Choose service providers and plans
  • Update service address and language preferences
